CEO poised to introduce cabinet picks to MPs

KABUL (Pajhwok): After more than 100 days of dithering, the unity government is all poised to name a new cabinet today (Monday), an official said.

Chief Executive Officer Dr. Abdullah would introduce the cabinet picks to the Wolesi Jirga for a vote of confidence in the afternoon, Presidential Palace official Hameed Sozan said.

The unity government took office three and a half months back when the president pledged to name the cabinet within 45 days. But he has since been dithering on the issue.

Differences between Ghani and Chief Executive Officer Dr Abdullah on some nominations are said to have forced the government to miss deadlines so far.

During the oath-taking ceremony on September 29, 2014, Ghani had said cabinet picks would be introduced within 45 days, a promise that was honoured in breach.

At the London Conference, the president and CEO set another deadline of four weeks but they failed once again to introduce the cabinet nominees to the parliament for trust vote.

Two weeks back, the president set a one week deadline. But the result was the same, prompting criticism from the parliament and civil society.

Critics say the delay could become an impediment to the government’s performance. The president and the CEO have promised new ministers would be named based on competency, accountability and commitment to national unity.

But a list of potential nominees that was published by some media organisations has evoked criticism from political commentators, calling the choices a question mark over government’s promises of hiring efficient and professional people.

Source close to the government have released the following list of potential nominees:

Sher Mohammad Karimi (Minister of Defence);

Salahuddin Rabbani (Minister of Foreign Affairs);

Arif Sarwary (Minister of Interior);

Qurban Haqjo (Minister of Economy);

Sardar Mohammad Rahimi (Minister of Commerce);

Rahman Ughli (Minister of Education);

Eng. Naseer (Minister of Rural Rehabilitation and Development);

Alami Balkhi (Minister of Justice);

Abdul Karim Khudam (Minister of Refugees);

Ghulam Jilani Popal (Minister of Finance);

Fatima Gilani (Minister of Higher Education);

Faizullah Zaki (Minister of Information and Culture);

Barna Karimi (Minister of Information Technology);

Sadat Naseri (Minister of Labour and Social Affairs);

Dr. Feroz (Minister of Public Health);

Ghulam Nabi Farahi (Minister of Borders and Tribal Affairs);

Zabihullah Mujaddedi (Minister of Public Work);

Dr. Karimi (Minister of Mines);

Rahmatullah Nabil (National Directorate of Security chief).

On Sunday, President Ghani’s Legal Advisor Abdul Ali Mohammad said the new cabinet would be announced tomorrow (Monday).

He told reporters in Kabul that some people wanted to impose the nomination of unqualified individuals as cabinet members on the president, who stoutly resisted such moves.
