Mr. Ziaulhaq Amarkhil holds degrees in Islamic Studies and Literature (BA), Nangarhar University, Afghanistan (2006) and Arabic Language (BA) Al Marzooq University affiliated with International Islamic University of Islamabad, Pakistan. He also holds an advanced diploma in Computer Science (2001), Brain Degree College of computer science, Pakistan. Mr. Ziaulhaq Amarkhil having previously served as Head of Field Operations at the IEC since 2009, also he has international non-governmental experience, having served as an Administrative and Logistics Manager with (IFES) assisting the IEC to meet its mandate for the 2009 Presidential election. He served with the United Nations Mission in Nepal (UNMIN) in 2007- 2008 as a District Electoral Adviser and Civil Affairs Officer, with UN Office for Project Services (UNOPS) in 2005 as Kuchi (nomadic) Liaison Officer and UN Assistance Mission to Afghanistan (UNAMA) as a Civic Educator in 2004, which bringing a valuable grass roots election experience and knowledge of inter-governmental organizations to his current post. He also has senior consulting experience in political, social and business development surveys throughout Afghanistan. Mr. Ziaulhaq Amarkhil is an election administration professional and considering mentioned points about his personality, he was appointed by the H. E President of Afghanistan to the post of Chief Electoral Officer (CEO) at the Independent Election Commission (IEC) of Afghanistan in November 2012. Mr. Ziaulhaq Amarkhil; in addition to his native Pashto language, he speaks Arabic, English, Urdu, Dari.
